The Federal Communications Commission (“FCC”) issued a Further Notice of Proposed rulemaking (“FNPRM”) requesting comment on developments of cramming for VoIP customers. The FNPRM was released in tandem with a Report and Order that adopted new cramming rules so as to identify and deter unauthorized charges on wireline customer telephone bills. The FCC in its Report and Order noted that it would continue to monitor cramming in the VoIP industry, and the FNPRM asks for additional information on VoIP cramming and the applicability of proposed cramming solutions for VoIP.
