During the 2011 legislative session, the Governor of Florida signed into law the Regulatory Reform Act, a law making significant changes to the Florida Public Service Commission’s (“FPSC”) oversight of intrastate interexchange telecommunications companies (“IXCs”). Pursuant to the newly-enacted law, the FPSC will no longer regulate IXCs as of July 1, 2011.
IXCs that are registered currently in Florida should receive notice from the FPSC that their existing IXC registrations and tariffs will be cancelled at midnight on June 30, 2011. IXCs are required to submit their final Interexchange Company Regulatory Assessment Fee Return for the period of January 1, 2011 through June 30, 2011. The deadline for submitting the form, along with payment, is August 1, 2011. After the August 1st filing, IXCs will no longer be required to pay FPSC regulatory fees.
Pursuant to conversations with FPSC staff, prepaid calling card services fall within the scope of the deregulated interexchange communications services.
While prepaid calling card service providers’ registrations and tariffs will also be cancelled along with all other providers of interexchange services, all providers are advised by PSC staff to post their service rates on their websites.
