This panel will discuss recent FCC rulings, Congressional actions, and policy initiatives along with the immediate and long-term regulatory, tax and business implications of telecom’s metamorphosis to an “all IP” network. Specific topics discussed include the FCC’s Nebraska/Kansas Public Utility Commission Declaratory Ruling, Intercall, the 21st Century Communications and Video Accessibility Act’s inclusion of “non-Interconnected” VoIP as a covered service, and various FCC reform proposals stemming from its National Broadband Plan. Insights regarding the immediate and longer-term implications of these decisions as well as legislation and other signals of policy shifts for convergent operators will be given; as well as predictions regarding the state tax implications of decisions and policy proposals at the federal level.
