Christopher Canter serves as the President and Director of Consulting Services of The Commpliance Group. With more than 18 years of experience in telecommunications law, internet regulation, commercial contracting, cybersecurity, privacy, and AI governance, he advises clients on complex legal and regulatory matters affecting the communications industry.

Biography
Christopher Canter is a telecommunications attorney with over eighteen years of experience in telecom regulatory law, internet law, and commercial contracting. He currently serves as President and Director of Consulting Services at The Commpliance Group in Tysons, Virginia, where he returned in 2026 to lead the firm’s managed compliance practice for nationwide and global communications service providers. In this role, he oversees a team of expert regulatory consultants, implements a comprehensive compliance SaaS solution that automates regulatory and tax filings, and advises clients on legal and regulatory obligations applicable to telecom providers operating in the United States and internationally.
Before rejoining The Commpliance Group, Christopher served as Senior Telecommunications Counsel for Services at Motorola Solutions, where he was the primary legal adviser for communications matters across the U.S., Canada, and Latin America. His work there spanned telecom licensing, Universal Service Fund compliance, STIR/SHAKEN, 911 requirements, and the development of cybersecurity and AI regulatory frameworks addressing FCC data privacy rules, CISA reporting, and federal contracting standards. Prior to Motorola, he held senior counsel roles at JSI, Wolters Kluwer (Enablon), and Expereo USA, where he negotiated over two hundred Master Service Agreements with Fortune 100 companies and government agencies, implemented global GDPR compliance programs, and advised internet and communications companies on regulatory strategy across North America, Latin America, and South America.
Christopher’s career began with over a decade at the telecommunications law firm Marashlian & Donahue, where he led The Commpliance Group for over five years. During that tenure, he represented hundreds of communications service providers — including VoIP companies, ISPs, CLECs, and equipment manufacturers — before federal and state regulatory agencies, managed FCC Form 499 filings for more than three hundred carriers, and developed deep expertise in Universal Service Fund compliance, CALEA, telemarketing regulation, and interconnection agreements. He also developed significant technical fluency in data-driven compliance tools, including billing and tax software platforms and web application development.
While not managing regulatory compliance, Chris is an avid player of complicated strategy board games, a father of two travel baseball players, and loves trailing running and skiing.
