214 Authorizations – Any party seeking to provide common carrier communications services between the United States and a foreign point ("International Services") must obtain an authorization from the Federal Communications Commission ("FCC") pursuant to section 214 of the Communications Act of 1934.
499 Registrations – Most telecommunications providers offering interstate or International Services are also required to register with the Universal Service Administrative Company ("USAC") and obtain a 499 Filer ID. USAC and the FCC require Filer IDs for purposes of Universal Service Fund, Telecommunications Relay Service Fund and other federal regulatory compliance duties.
