Any party seeking to provide common carrier communications services between the United States and a foreign point ("International Services") must obtain an authorization from the Federal Communications Commission (“FCC”) pursuant to section 214 of the Communications Act of 1934. All telecommunications providers, including facilities-based carriers, resellers, prepaid calling card providers, Interconnected VoIP and many wireless service providers, offering calling between the U.S. and foreign points must obtain a section 214 authorization.
